Description

The Regional Health Contracting Office Central, Fort Sam Houston (RHCO-C), TX anticipates issuing a Request for Quote (RFQ) to support Brooke Army Medical Center (BAMC) at Joint Base San Antonio, Fort Sam Houston, TX by providing personal services for 73 Full Time Equivalent (FTEs), comprised of 31 FTEs Surgical Technologists (Operating Room-OR), two (2) FTEs Cardiothoracic Surgical Technologists (CT Surg Techs), and 40 FTEs Central Sterile Supply Technicians (Sterilization/Processing/Distribution-SPD).

This requirement will be solicited as an 8(a) competitive procurement using Lowest Priced Technically Acceptable (LPTA) Source Selection procedures. Therefore, only 8(a) certified Small Businesses will be considered. The Government anticipates awarding a Firm-Fixed Price (FFP) contract with base period of twelve (12) months, 01 October 2022 through 30 September 2023, plus four (4), 12-month option years. The Government reserves the right to exercise or not exercise the option periods as specified. The North American Industry Classification System (NAICS) code for this solicitation is 622110 - - General Medical and Surgical Hospitals. The Small Business Size Standard for this NAICS is $41.5M.

The solicitation number is W81K00-22-R-0016. The solicitation will be available on/about 08 July 2022 at website (https://sam.gov/). Once the solicitation is posted, it is incumbent upon interested parties to review the site frequently for any updates and /or amendments to any and/or all documents. The DRAFT Performance Work Statement (PWS) is included in this post to allow offerors to review the performance requirements and formulate any applicable questions. The official solicitation will offer a Question and Response period.

Prospective offerors are advised that if tentatively selected for award, they must register with the System for Award Management (SAM) (http://www.sam.gov) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. Paper copies of this solicitation will not be physically issued, and telephone and faxed requests for the solicitation will not be honored.

Work Details
The contract requires personal services for a total of 73 FTEs, including Surgical Technologists, Cardiothoracic Surgical Technologists, and Central Sterile Supply Technicians. The performance objectives include maintaining professional licenses & certifications, complying with health & immunization requirements, and AT/OPSEC requirements. Additionally, the contractor must ensure that all personnel complete AT Level I awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract. Furthermore, the contractor and all associated sub-contractors are required to brief all employees on the local iWATCH program within 30 calendar days of contract award.

Period of Performance
The contract has a base period of twelve months from October 1, 2022 through September 30, 2023, with the potential for four additional 12-month option years.
