Industry Day Event: In preparation for PCTE CIC#4, the Product Manager (PdM) for Cyber Resiliency and Training (CRT) will host an Industry day via MS Teams Live. Interested industry vendors will have the opportunity to gain a better understanding of the capabilities sought in the release of the Request for Solution. The CIC#4 Industry Day key note speaker will be Lieutenant General Stephen G. Fogarty, Commanding General, Army Cyber Command.

Date and time: 19 August 2020 @ 9:00 EST. Event will last approximately seven (7) hours (with lunch break).

Registration: Interested vendors will need to provide the below information no later than 1600 EST on 17 August 2020 in order to receive the instructions and link to MS Teams Live event. All interested parties must provide the following information for every attendees:

1. Full name

2. Position/title of all attendees

3. Company name and address

4. Email address

5. Phone number

"Save The Date" for CIC #4 Industry Day

In preparation for Persistent Training Environment (PCTE) Cyber Innovation Challenge (CIC#4), the Product Manager (PdM) for Cyber Resiliency and Training (CRT) would like to invite and provide you an advance notice with information for this Industry Day event. The following information is provided:

Time and Date: 19 August 2020 @ 9:00 EST. Event will last approximately four hours.

Venue: To be conducted via Microsoft Teams (MS-Teams)

Purpose / Why: PdM CRT is seeking to enhance and address PCTE training platform needs within two focus areas (Cyber Mission Force (CMF) Assessment and Traffic Generation) on the PCTE Platform. A Request for Solutions (RFS) will be issued with the intent to allow the Government to identify, evaluate, and select capable vendors through CIC#4 to rapidly integrate innovative and novel capabilities. The Industry Day will provide an opportunity for Industry to view the CIC#4 presentation on the technical requirements, RFS overview and evaluation process.

Coordinating Instructions: ACC-Orlando, in collaboration with PdM CRT, will be providing an Industry Day notice via beta.SAM.gov on or about 3 August 2020. The notice will provide the link to MS-Teams and points of contact.

The Government intends to utilize an Other Transaction in accordance with 10 U.S.C. 2371b for this requirement.

All interested companies shall will be required to identify its nontraditional defense contractor status or its ability to meet the eligibility requirements of 10 U.S.C. 2371b. The vendor will be required to fall in one of the following categories: 1) There is at least one nontraditional defense contractor or nonprofit research institution participation to a significant extent in the project; 2) All significant participants in the transaction other than the Federal Government are small businesses or nontraditional defense contractors; or 3) At least one third of the total cost of the project is to be provided by sources other than the Federal Government.

A nontraditional defense contractor is defined as an entity that is not currently performing and has not performed, for at least one-year period preceding the solicitation of sources by the Department of Defense (DoD) for the procurement or transaction, any contract or subcontract for the DoD that is subject to full coverage under the cost accounting standards prescribed pursuant to 41 U.S.C 1502 and the regulations implementing such section.

Product Manager Cyber Resiliency and Training (PdM CRT) intends to seek vendors through a Cyber Innovation Challenge #4 (CIC #4) to rapidly integrate innovative and novel capabilities into the Persistent Cyber Training Environment (PCTE) platform. A forthcoming CIC #4 Request for White Paper (RWP) will require prospective vendors to submit proposals at the unclassified level but which will require operation at the Top Secret/Sensitive Compartmented Information (TS/SCI).

This CIC #4 notice to industry projects future opportunity for candidate best-of-breed solutions across the following focus areas to address emerging United States Cyber Command (USCC) operational priorities:

CMF Assessment: Requires a means for PCTE platform capability to develop assessment plans and criterion (tied to mission tasks, objectives, roles, qualifications, skillsets, etc), automated measurements, metrics and data collection (quantitative and qualitative), and overall reporting, visualization, analytics and roll-up at specific event and across individual & team training history. Specific areas of interest include the following:

  • Assessment Planning Tool
  • Scoring Criteria/Engine
  • Assessment Repository & Data Collection/Instrumentation
  • Assessment Analytics, Visualizations and Dashboards
  • Assessment Aggregation and External Reporting

Traffic Generation: Requires a means for the PCTE platform to define, shape, control, and record realistic traffic emulation capabilities as a self-service capability across the plan-prepare-execute-assess lifecycle of cyberspace operations training events. Varying degrees of traffic realism and fidelity is expected across IP layers, protocols, and devices across user, host and network based activities that serve to mirror real world activities and terrain. These capabilities are also supportive of saving traffic profiles for re-usability across events, real time command and control of parameters, and visualization of live and recorded feeds. Prospective solutions should augment PCTE network build capabilities as a potential overlay onto defined blue, grey, and red space network templates and cover broad range of real world network profiles (e.g. printers, internet of things (IoT), Wifi, cloud space, LTE, social media, encryption, and other IP protocols). Specific areas of interest include the following:

  • Host/User-based Traffic Activity Agents
  • Cyber Traffic Terrain (IoT, printers, network classes/enclaves, etc)
  • Network Traffic Layers
  • Information Operations and Social Media Layer
  • Traffic Command and Control Dashboards (C2)

The projected RWP is scheduled to be released 4QFY20 with subsequent award scheduled for 1QFY21. Additional information to include proposal submission, selection process and Government Furnished Information will be posted at a later date.
