Background
The Air University Library (AUL) is seeking to establish serial subscriptions for print and electronic journals to support the mission of Air University (AU). AUL, located on Maxwell-Gunter Air Force Base in Montgomery, Alabama, serves as the center for professional military education for the United States Air Force. The goal of this contract is to ensure timely access to necessary publications while managing subscriptions efficiently.

Work Details
The contractor will provide basic subscription services including:
1. Ordering and renewing subscriptions for both print and electronic serial publications.
2. Acting as AUL’s fiscal agent with publishers, ensuring timely payments and processing refunds.
3. Providing detailed metadata for all active serial titles, including dispatch dates accessible via a web-based portal.
4. Facilitating access and claiming delivery of ordered subscriptions.
5. Offering claiming services with Electronic Data Interchange (EDI) capabilities for seamless transactions.
6. Providing administrative services including dedicated service representatives familiar with federal library needs and invoicing through the Wide Area Workflow (WAWF) system.
7. Delivering reports and title lists in electronic format, including an Initial Title List/Quote and a Renewal List in Excel format.
8. Maintaining a web-based serials management system that allows AUL to manage subscriptions effectively.
