Site Visit: An organized site visit will be held at the project location mentioned above. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in this or future documents.

An organized pre-bid site visit will be held on Tuesday, 9 September 2025, 9:00 AM (CST) and all parties will meet at the project location. Please provide by email Firm Name and Full Names of Individual(s) attending. Notice must be received no later than 2:00 p.m. (EDT), September 5, 2025. Failure to RSVP in time could result in your company missing the site visit.

The solicitation package will be available for download on or about Wednesday, 24 September 2025 with a tentative response date of Monday, 13 October 2025. Telephone requests for information will not be accepted or returned.

Project Overview: The Contractor shall furnish all necessary management, labor, materials, supplies, tools, equipment, plant, and vehicles required to perform a variety of fencing services, including removal, repair, and replacement of existing fence features. This includes replacement of barbed wire, barbed wire support arms, tension wire, line posts, as well as installation of stakes and a small ditch barrier. This work will occur at the Irvington Site Office (Facility/Complex) in Irvington, Alabama. All work shall be performed in accordance with all terms and conditions, technical provisions, exhibits, etc., contained herein. Any equipment, materials, supplies, labor, etc., not expressly named in this specification, but otherwise necessary for orderly, safe and efficient work operation shall be provided by the Contractor at no additional cost to the Government. The Contractor shall provide properly licensed labor to perform work where Federal, State and Local laws require licensing or certification. The Contractor shall utilize a sufficient level of labor to accomplish all services required during the contract specified time periods. If the work performance is found to be poor, the Contractor shall take immediate corrective action to correct the work and to improve to the required standards at no additional cost to the Government.

The intent is for this procurement to be 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $19,000,000.00 for the past three (3) years under NAICS 238990.

The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Therefore, it is the offeror's responsibility to check the website for solicitation posting and any changes to this solicitation. In order to submit a Bid on this project, your company must be registered in System for Award Management (SAM) and maintain an active registration status.

Background
The U.S. Army Corps of Engineers, Mobile District, is issuing this contract for the purpose of repairing and renovating the perimeter fence at the Irvington Site Office in Irvington, Alabama.
The goal of this contract is to ensure the security and integrity of the facility by providing necessary fencing services, which include removal, repair, and replacement of existing fence features.

Work Details
The Contractor shall furnish all necessary management, labor, materials, supplies, tools, equipment, plant, and vehicles required to perform a variety of fencing services at the Irvington Site Office.
Specific tasks include:
1. Removal and replacement of 48 line posts in concrete footings with specified strength and dimensions.
2. Removal and replacement of 15 damaged barbed wire support arms that must be permanently affixed to fence posts.
3. Removal and replacement of existing tension wire around the perimeter, requiring excavation for some sections.
4. Replacement of approximately 2,530 feet of three-strand barbed wire around the perimeter fence.
5. Installation of a ditch barrier to prevent entry while allowing water flow under the fence.
6. Securing fence sections with galvanized rebar stakes where excessive movement is observed after repairs.
7. Ensuring all work complies with relevant ASTM specifications and safety regulations.
