Description

The following notice is published for Informational Purposes Only. This is not a request by the Government for submittal of proposals or quotes of any kind.

The Government intends to issue, on a Sole Source basis, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Airbus Helicopters Inc. (AHI), 2701 N Forum Drive, Grand Prairie, TX 75052-8927, in an effort to procure Performance Based Logistics (PBL) maintenance support services and sustaining engineering for the UH-72/EC-145 Commercial Derivative Aircraft that reside at the US Navy Test Pilot School (USNTPS) Patuxent River, Maryland. The resultant contract will be primarily Firm Fixed Price with a Five Year ordering period. This acquisition is being procured on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy requirements.

AHI is a subsidiary of Airbus International, which is the Original Equipment Manufacturer (OEM) of the UH-72/EC-145 commercial derivative aircraft. The OEM owns the technical data and has granted AHI rights to use this data required to support the UH-72 Aircraft. AHI has the requisite experience and capabilities to perform the tasking without duplication of costs and unacceptable delays. AHI has a team of Federal Aviation Administration (FAA) certified maintenance personnel to maintain the aircraft; incorporate unique configurations changes required by the USNTPS for pilot test and evaluation training; and support operational flights for pilots to maintain their certifications. Since the aircraft are not organically supported in the Navy's inventory, AHI shall also perform the required schedule maintenance on each aircraft. To date, no other contractor was found capable of the required PBL in support of the UH-72 aircraft. Market research has revealed that no other known contractor could immediately satisfy the Government's requirement without a significant disruption of services due to the time and cost it would take to acquire technical data rights from the OEM. Based on FAR 6.302-1, AHI is the only known source that has the technical data, knowledge, experience, and capability necessary to fulfill the Government's need and meet its requirements within the defined schedule.
