Perform Operation & Maintenance (O&M) with Repair and Minor Construction in Support of Defense Health Agency (DHA) Program, Meade MEDDAC Facilities   4

Background
The U.S. Army Medical Department Activity (MEDDAC) at Fort George G. Meade is seeking potential contractors for a Firm-Fixed-Price Contract to provide operations and maintenance with repair and minor construction in support of the Defense Health Agency (DHA) program for Meade MEDDAC and associated medical, dental, pharmacy, and laboratory facilities. The contract aims to provide all personnel, services, materials, equipment (except those materials and equipment that are Government-furnished), and transportation required to perform Operation and Maintenance (O&M) with Repair and Minor Construction services for Meade MEDDAC facilities.

Work Details
The Performance Work Statement includes sustainment O&M services such as plumbing systems, medical gas systems, fire suppression/protection systems, HVAC systems and controls, electrical systems and circuits, refrigeration systems, electronic systems, building exterior, interior finishes, and support work. Additionally, the contractor shall operate and maintain non-sustainment systems including moveable files and furniture, maintain as-built drawings, pest control, electric locks and buzzers, communication systems support, locksmith operations, water treatment operating plan, fire extinguishers. The contractor shall also submit various reports such as monthly reports outlining items showing wear and tear beyond their normal life expectancy. The contractor shall provide a comprehensive Preventive Maintenance (PM) program and schedule PM actions in-accordance with manufacturer’s recommendations. The contractor shall ensure that PMs are established and scheduled for all equipment requiring tests or inspection. The contractor shall ensure that a Real Property Inventory Equipment (RPIE) number exists or is created and is maintained in the Defense Medical Logistics Standard Support (DMLSS) for every existing and newly installed equipment item identified associated with utility systems and life safety.

Period of Performance
The anticipated period of performance is a base year with four one-year options.

Place of Performance
The construction projects will be performed at various locations including Maryland: Fort Meade MEDDAC, Kimbrough Ambulatory Care Center, Fort Detrick; Virginia: Fort Meyer-McNair; Pennsylvania: Carlisle Barracks, Letterkenny, and Fillmore.
