INTRODUCTION

The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought notice on behalf of the Defense Centers for Public Health Aberdeen (DCPH-A) (Formerly known as the US Army Public Health Center APHC) as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide Per-and polyfluoroalkyl Substances (PFAS) Sample Analytical Services.

The result of this market research will help contribute to determining the method of procurement. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND

DCPH-A is part of the Defense Health Agency (DHA) and focuses on clinical public health and epidemiology, environmental health sciences, health promotion and wellness, laboratory sciences, occupational health sciences, public health communication and toxicology to enhance readiness and assure the quality and effectiveness of the Public Health Enterprise. Ensuring high-quality services is imperative to the DCPH-A as it strives to become a high-reliability organization.

The Laboratory Sciences (LS) Directorate of the DCPH-A provides responsive, comprehensive laboratory science services worldwide as part of the occupational and environmental health assessment and medical surveillance process in support of military readiness. As part of the DCPH-A mission, the mission of the DCPH-A is to support our Nation by improving health and building readiness-making extraordinary experiences ordinary and exceptional outcomes routine. As part of the DCPH-A mission, the LS Directorate requires support for the analysis of samples for PFAS contamination collected at various locations to support the Installation Management Command (IMCOM) mission. This analysis is not currently performed in-house in the LAB Sciences Directorate which makes the contractor support critical to the success of the mission. PFAS is a large health concern in various settings and this analysis contract will help shape the response to those results.

REQUIRED CAPABILITIES

Please see the drafted Attachment PFAS Sample Analysis Draft PWS for required capabilities. These services require the Contractor to hold a DoD Environmental Laboratory Accreditation Program (ELAP) accreditation for Environmental Protection Agency (EPA) Methods 533 and 537.1.

ELIGIBILITY

The applicable NAICS code for this requirement is 541380, Testing Laboratories and Services', with a Small Business Size Standard of $19.0 Million. The Product Service Code (PSC) is Q301, Medical Laboratory Testing.

SUBMISSION DETAILS

Interested businesses shall submit a brief capabilities statement package (no more than five 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Program Background Section. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation.

Response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Brandon Roebuck (brandon.m.roebuck.civ@health.mil) in either Microsoft Word or Portable Document Format (PDF) format via email no later than 3:00 PM, Eastern Time, on 11 July 2024. Responses shall reference this Notice ID in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
