This DRAFT RFP results from the Sources Sought N00421-17-R-0028. The purpose of the DRAFT RFP is to allow industry the opportunity to ask questions and submit comments. The DRAFT RFP shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. All questions and comments shall be submitted no later than 12:00PM EST on 19 October 2017 via email to Teresa Mellies at teresa.mellies@navy.mil AND John Cappello at john.cappello@navy.mil. The Government WILL NOT accept questions by phone or in person. All questions and comments will be posted in a single document to FedBizOpps.
The Government expects to award Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs) as a result of this draft solicitation to support the Program Executive Officer for Unmanned Aviation and Strike Weapons (PEO(U&W)). The Government will award an Unmanned Systems IDIQ/MAC with an anticipated ceiling of $206M and a separate and distinct Weapon Systems IDIQ/MAC with an anticipated ceiling of $211M.

Offeror's may propose, when the FINAL RFP is released, under the Unmanned Systems IDIQ/MAC, the Weapon Systems IDIQ/MAC, or under both the Unmanned Systems and Weapons Systems IDIQ/MACs. Separate proposals and supporting documents for each MAC are required.

This procurement is anticipated to be 100% small business set-aside and describes the program management support services required for the Program Executive Officer (PEO), Unmanned Aviation and Strike Weapons (U&W), Patuxent River, MD 20670. Program Management services include, but are not limited to the following: support services for project management, program management, change management, business management, acquisition management, management of Government furnished items, configuration/data management, risk management, Foreign Military Sale (FMS) efforts, security and operations activities.
