This RFI is issued in accordance with 10 U.S.C. 4021 or 4022 and is not issued in contemplation of awarding an agreement pursuant to 10 U.S.C. 2304 or any Federal Acquisition Regulation (FAR) based policy. However, the information provided in this RFI is intended to relay the Government's intent on using competitive procedures to the maximum extent practicable.

This Request for Information (RFI) is issued by PEO STRI to provide a better understanding of industry capabilities, potential sources, and best practices relevant to the implementation of an Enterprise Architecture (EA) enabling STRI Training, Test, & Threat Transformation (ST4) for Modernization Programs. The EA is expected to provide an enterprise/wholistic approach and ability to create and maintain system architecture(s) in an effective and efficient manner across the ST4 portfolio.

Background
This Request for Information (RFI) is issued by Program Executive Office Simulation, Training and Instrumentation (PEO STRI) under 10 U.S.C. ยงยง 4021 and 4022 to gain a better understanding of industry capabilities, potential sources, and best practices relevant to implementing an Enterprise Architecture (EA) to support STRI Training, Test & Threat Transformation (ST4) modernization programs.
PEO STRI currently maintains segregated architectures across multiple environments and seeks a holistic, enterprise-wide approach to create and maintain system architectures efficiently to enable Multi-Domain Operations and modern training/test environments.

Work Details
PEO STRI is soliciting information on approaches, methodologies, technologies, business models, frameworks, and drivers to implement a centralized ST4 EA construct that achieves the following objectives:
- Establish overall enterprise architecture business goals and objectives for PEO STRI.
- Establish overarching principles to guide architecture development.
- Institutionalize the use of a centralized architecting tool/environment.
- Define roles and responsibilities for implementing and overseeing architecture efforts across enterprise product lines.
- Establish and standardize a governance process for the enterprise.
- Improve communication, reuse, and rapid integration of system component structures, services, data, interfaces, associations, and functions within and between products and programs.
- Facilitate use of common portfolio enterprise services to enable integration, interoperability, and architectural standards to achieve Modular Open Systems Approach (MOSA) principles.
- Reduce development, deployment, and sustainment costs.
- Improve integration, interfaces, and interoperability with other Army PEO enterprise architectures, environments, and products.
- Enable data-driven decision making across the system acquisition lifecycle.

The construct is envisioned to provide a centrally managed horizontal integration environment and governance structure.
It will facilitate common services (software, data, network infrastructure, cybersecurity, test & evaluation), processes (configuration and variation management), standards, tools and computing/lab environments (DevSecOps, digital engineering, tech stacks), and product deployment (Integrated Cyber Operations Network Command and Control (ICONC2)) across all PEO STRI modernization programs.
