Description

The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for the purchase of specified material and required infrastructure upgrades in support of the PEO SNAP Migration to Navy/Marine Corps Intranet (NMCI). Requirements specify the contractor to provide and install cabling, circuits and cabinets, install Government Furnished Material, upgrade spaces, and provide escort and transportation in accordance with the provided statement of work. The place of performance will be Pascagoula, MS. Work is projected to start in March 2023 with an expected duration through approximately April 2023. These requirements will be procured as a new contract issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568.

The work to be performed under this contract requires detailed knowledge of the spaces located within Ingalls, therefore Ingalls has the unique knowledge and expertise, including detailed knowledge of the spaces containing the communications rooms in both the administrative building and the shipyard. The Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.

The proposed contract action is for specified material and required infrastructure upgrades for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation prior to expiration of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
