Description

The purpose of this announcement is to provide a DRAFT Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Contract Data Requirement Lists (CDRLs) for PEO ACWA Systemization, Operations, and Closure Support (SOCS). These documents are being released for review and the purpose is to solicit industry questions and comments on a potential solicitation for SOCS.
Vendors are provided the opportunity to submit questions, following the issuance of this announcement. Vendors shall utilize the attached spreadsheet for submission of questions. Questions shall be submitted no later than 14 November 2016 and email to Kelli Craddick at kelli.k.craddick.civ@mail.mil and Cathy Mendoza at cathy.k.mendoza.civ@mail.mil. Please reference SOCS PWS, QASP, and CDRLs in the subject of your email. Responses received after the established deadline may not be considered.

Background
The Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) has the responsibility of examining and implementing alternative technologies to baseline incineration for the environmentally safe disposal of the U.S. stockpile of lethal, unitary chemical agents and munitions in Colorado and Kentucky. The Department of Defense (DoD) has evaluated viable technologies as part of a Defense Acquisition Board. The Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) has approved the designation of neutralization followed by biodegradation as the technology for the destruction of assembled chemical weapons currently stored at the Pueblo Chemical Depot (PCD), Colorado. The USD(AT&L) has also approved the designation of neutralization followed by supercritical water oxidation (SCWO) as the technology for the destruction of assembled chemical weapons currently stored at the Blue Grass Army Depot (BGAD), Kentucky.

Work Details
This contract provides integrated support services to the PEO ACWA at the Headquarters (HQ), Aberdeen Proving Ground (APG), Edgewood, MD and three Government Field Offices (FO): the PCAPP, Pueblo, CO; the BGCAPP, Richmond, KY; and the Anniston Field Office (AFO), Anniston, AL. The support contractor shall provide administrative and technical services necessary in support of the Government's management of pilot testing, systemization, operations, and closure of the chemical demilitarization facilities to destroy the chemical weapons stockpiles located at PCD, BGAD, and SDC operations in Anniston, AL.
