Description

The purpose of this notice is to synopsize the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA), Systemization, Operations, and Closure Support (SOCS) requirement in accordance with Federal Acquisition Regulation (FAR) 5.207.
Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation to provide support services to the PEO ACWA located at the Aberdeen Proving Ground, Maryland and three PEO ACWA Field Offices - Blue Grass Chemical Agent Destruction Pilot Plant, Richmond, Kentucky; Pueblo Chemical Agent Destruction Pilot Plant, Pueblo, Colorado; and the Anniston Field Office, Anniston, Alabama. The support services will provide integration and overall support to contractor management for all tasks under the contract. It is estimated that the Request for Proposal, W52P1J-16-R-0032, will be issued on or about 9 June 2017. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date.
ACC-RI intends to conduct a full and open, best value competition to award a Cost-Plus-Fixed Fee contract. The period of performance is anticipated to be one base year plus nine option years and will include FAR 52.217-8, Option to Extend Services.
The successful offeror for this acquisition will be required to provide to the Government administrative and technical services necessary in support of the Government's management of pilot testing, systemization, operations, and closure of the chemical demilitarization facilities to destroy the chemical weapons stockpiles located at Pueblo Chemical Depot, Blue Grass Army Depot, and Static Detonation Chamber operations in Anniston, AL. The principal functions will include expertise and experience in chemical demilitarization engineering technology over the various chemical demilitarization project phases (systemization, operations, and closure); contract management; project controls (cost, schedule, budget, and performance data analysis); quality assurance; risk management; environmental regulation and permitting; safety, occupational health and emergency preparedness; security and chemical surety; information technology (IT) and cybersecurity; chemical laboratory sampling, analysis, and air monitoring; operational procedures; acquisition risk management and reporting; property management; public affairs; records management; and administrative and training support in the aforementioned areas/disciplines to the respective Head Quarters and Field Offices.
A sources sought notice announcement was issued on 11 July 2016, seeking interest from industry.
A Draft Performance Work Statement, Draft Quality Assurance Surveillance Plan, and Draft Contract Data Requirements List was posted to www.fbo.gov on 2 November 2016.
