Description

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a Sole Source, firm-fixed-price contract with Pendar Technologies for Pendar S010-VH Field Lab Accessory kit see attached JOFOC:

The ATF intends to negotiate with only one source under the authority of FAR 13.106-1 (b) (1) (i) Soliciting from a single source. Interested parties may identify their interests and capability to respond to this requirement to the attention of Brian Wilkins, email address Brian.Wilkins@atf.gov by Monday February 5th, 2024 (2:00pm EST). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a Sole Source, firm-fixed-price contract with Pendar Technologies for Pendar S010-VH Field Lab Accessory kit. The Pendar S010-VH Field Lab Accessory kit will be used in conjunction with the existing inventory of Pendar X10 instruments to train US Military EOD Technicians and Law Enforcement Bomb Technicians how to rapidly analyze and identify unknown substances when processing homemade explosives manufacturing scenes. The requested technology provides the ability to accomplish this identification by utilizing glass sample test vials in the field. After thorough market surveys, it is concluded that there is not an equivalent product available through any other US Vendor at this time that is compatible and will work with the Pendar X10 handheld unit.
