Background
The Military Sealift Command (MSC), Special Mission Program Management Office, located in Norfolk, VA, is seeking information regarding the availability of four (4) U.S. flag tugs for harbor support services at Joint Base Pearl Harbor-Hickam, HI.

This request for information aims to determine if the MSC should exercise an upcoming option under an existing contract. The contract is intended to fulfill requirements that cannot be met by government-owned or controlled vessels.

Work Details
The contractor will provide four time-chartered U.S. flag tugs to perform various harbor support services and ship handling tasks at Joint Base Pearl Harbor-Hickam, HI.

The services include: towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types including barges and submarines. Additional responsibilities include transferring pilots and government personnel by tug; providing emergency support services for weather conditions and vessel emergencies; line handling; and providing personnel to board a tow.

The contractor must ensure that the tugs are available 24/7 and respond promptly to government requests for service. Each tug must meet specific characteristics such as a maximum length of 110 feet, a bollard pull of 100,000 lbs forward, and must be equipped with firefighting systems capable of delivering 3000 GPM.

Period of Performance
The contract has a firm period of performance lasting 365 days from October 31, 2025 to October 30, 2026, with an option period lasting 120 days from October 31, 2026 to February 27, 2027.

Place of Performance
The contract will be performed at Joint Base Pearl Harbor-Hickam, HI and the surrounding navigable waters including all of Oahu Island.
