Background
The US Department of State's Bureau of Political Military Affairs, Office of Global Programs and Initiatives, Peace Operations Capacity Building Division (PM/GPI/POCB), is seeking to enter into a contract for the management, training, personnel, equipment, training support materials, technology, supplies, and incidentals necessary to meet the performance objectives of the Global Peace Operations Initiative (GPOI).
This initiative is a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD) in Chad.

Work Details
The contractor will be responsible for providing various services including:
1. Management and execution of training programs aimed at enhancing peacekeeping capabilities.
2. Provision of personnel including In-Country Team Leads, Senior Specialty Trainers, Senior Technical Trainers, Specialty Trainers, and Technical Trainers as outlined in the Statement of Work (SOW).
3. Task mobilization which includes obtaining visas, medical clearances, vaccinations, uniforms, and personal protective equipment (PPE).
4. Delivery and procurement of training support equipment as specified in Appendices 1 and 2 of the SOW.
5. Coverage for Other Direct Costs (ODC) such as lodging, meals, incidentals, and in-country transportation necessary to support training activities.
6. Compliance with local labor laws regarding employee benefits and wages.
7. Provision of Defense Base Act (DBA) insurance for covered employees working outside the United States.

Period of Performance
The contract will be effective for a base period of 12 months with three additional option years available for extension.

Place of Performance
The primary locations for performance will be Camp Moussoro and N’Djamena in Chad.
