Description

This Sources Sought notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The Government anticipates a Task Order requirement to provide engineering, training, technical publication development, program management, technical services, and other services relating to surface vessel Ship Navigation, Steering Control and Machinery Control Systems. Specifications are listed in the attached Statement of Work and Sources Sought Notice attachment .

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 12 February 2026.

Responses shall list "N64498-26-RFPREQ-PD-52-0031" in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

Background
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This contract aims to provide engineering, training, technical publication development, program management, technical services, and other services related to surface vessel Ship Navigation, Steering Control, and Machinery Control Systems. The requirement is for NSWCPD Code 50, which oversees these systems throughout all phases of the ships' lifecycles.

Work Details
The Contractor shall provide non-personal services including:
1. Engineering services such as remote and onsite technical support for system troubleshooting, ship checks for installation drawing development, verification and validation (V&V) test execution, and installation oversight.
2. Development of trade studies, system requirements/designs, V&V test plans/execution, operations technical manuals, maintenance manuals, and technical data packages.
3. Training services encompassing operational and maintenance training for personnel at various locations including the Contractor’s facility and government sites.
4. Technical publication development to create or update manuals directing operation and maintenance of systems.
5. Program management services to oversee contractor personnel in support of tasking including technology demonstrations and program reviews.
6. Technical services involving mechanical/electrical work related to prototype development and post-installation testing.
7. Procurement of incidental materials needed for troubleshooting efforts.

Period of Performance
The anticipated period of performance spans five years with a 12-month base period followed by four 12-month option periods beginning at the time of award.

Place of Performance
Primary performance will occur at L3 facilities in Ayer, MA with potential travel to various government sites including Pittsfield, MA; Philadelphia, PA; Norfolk, VA; San Diego, CA; Bremerton, WA; Washington D.C.; Pearl Harbor, HI; Mayport, FL; Yokosuka, JA; Portland, ME; Sasebo, JA; Bahrain.
