Description

This Sources Sought notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The Government is seeking information regarding the procurement of provide Hirschmann network equipment for the LHD/A Machinery Control Systems (MCS) in accordance with the attached DRAFT Statement of Work.

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required materials described in the Sources Sought and Statement of Work (SOW) Attachment.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 03 June 2026.

Responses shall list N64498-26-SIMACQ-PD-51-0059 in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.

Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

Background
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research, development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This requirement pertains to NSWCPD Code 515, which oversees the Landing Helicopter Dock and Landing Helicopter Assault (LHD/A) Machinery Control Systems (MCS) Land Based Test Environment (LBTE). The LHD/A MCS is facing obsolescence issues with its current hardware and software configurations that necessitate a technology refresh to maintain operational capabilities. The procurement of Hirschmann network equipment aims to replace outdated legacy hardware to ensure improved system performance while retaining existing capabilities.

Work Details
The contractor shall provide Hirschmann network equipment as specified in the attached DRAFT Statement of Work. The required hardware includes:

- 7 Full Gig Backbone Layer3 Switches (MACH4000-48G+4X-L3A-MR)
- 28 12X100/1000 SFP Modules (D4K-12SFP)
- 14 300W Power Supplies (D4K-PSU-300W-HV)
- 6 Dragon Mach4x00 fan units (D4K-AIR)
- 8 Terminal Cables (RJ45 to DB9)
- 886 SFP MM LC modules (M-SFP-MX/LC-EEC)
- 26 SFP Fiberoptic 10 Gigabit Ethernet Transceivers (SFP-10-LR/LC EEC).

The contractor is also responsible for notifying NSWCPD upon discovering any obsolete materials or components and may recommend solutions that could impact contract pricing and delivery. All tasks must adhere to security requirements to protect critical information associated with the contract.

The anticipated period of performance will span one year from the time of award for delivery of materials.

The primary location for performance will be at 1000 Kitty Hawk Ave, Philadelphia, PA.
