Description

This Sources Sought notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The NSWCPD anticipates an Indefinite Delivery, Indefinite Quantity (IDIQ) requirement for the Modernization of the SmartPacs Hardware and Software on the LCS 2 Class of ship. Specifications are listed in the attached Sources Sought Notice.

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required materials described in the Sources Sought Attachment.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 12 June 2026.

Responses shall list N64498-26-RFPREQ-PD-43-0132 in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.

Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. Background
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is issuing this Sources Sought notice to gather information for an anticipated Indefinite Delivery, Indefinite Quantity (IDIQ) requirement for the modernization of SmartPacs Hardware and Software on the LCS 2 Class of ship.

The goal is to enhance the capabilities of the SmartPacs system, which is integral to the Ride Control System (RCS) on these vessels.

Work Details
The contractor will perform Non-Recurring Engineering (NRE) to update SmartPacs Hardware and Software configurations.

Key tasks include: updating Integration Design Documentation (IDD), Interface Control Document (ICD), Interface Requirements Specifications (IRS), Software Design Description (SDD), and Software Version Description (SVD).

Additionally, the contractor will ensure seamless integration of modernized SmartPacs within the RCS and its associated subsystems. Support will also be provided across the systems engineering lifecycle, including configuration management, Integrated Logistics Support (ILS), and onsite installation during Chief of Naval Operations (CNO) Availabilities.

Period of Performance
The anticipated ordering period will span 5 years (60 months) beginning at the time of award.

Bidder Requirements
Bidders must demonstrate direct system expertise with SmartPacs and RCS, proven experience in conducting NRE for shipboard machinery control systems, and capability in executing complex system integration.

Experience in managing configuration baselines for integrated shipboard systems and developing ILS products is required. Bidders should also have a proven track record of providing onsite installation support during CNO Availabilities and familiarity with NAVSEA Standard Items. Additionally, bidders must state their ability to access necessary technical data for modernization efforts.
