Description

The General Services Administration, Office of Business Applications IT Services, Payroll and Human Resources Information Technology (HR IT) Services Division requires development and technical support services for ePayroll and HR IT applications.

This Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services.

Responses to this RFI are not offers and cannot/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. However, the government may engage vendors that respond to this notice by seeking further information about capabilities or even a direct award. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government.

Background
The General Services Administration (GSA), specifically the Office of Business Applications IT Services, Payroll and Human Resources Information Technology (HR IT) Services Division, is seeking development and technical support services for ePayroll and HR IT applications.

This Request for Information (RFI) is intended for planning purposes only and does not constitute a binding contract or a request for proposals. The GSA aims to enhance its HR IT services through continuous customer support, operational maintenance, and modernization efforts.

Work Details
The contractor will provide Operations and Maintenance (O&M) support as well as Development, Modernization, and Enhancement (DM&E) support for ePayroll and HR IT applications.

Key tasks include:
1. Project Management Support: Oversight functions to achieve performance objectives, including reporting on 'burn rate', contract performance issues, and reviewing deliverables for quality assurance.
2. Analysis, Development, and Implementation Support: Supporting system configuration changes, database changes, upgrades, data conversions, training on testing phases, and user support.
3. Operational Support: Managing access control, systems operations monitoring, audit support, testing strategies including unit/module testing and user acceptance testing.
4. Deliverables include weekly status reports, monthly status reports summarizing key activities and risks, a Risk Management Plan to identify and mitigate risks before they escalate, a Quality Assurance Surveillance Plan (QASP) to ensure technical quality of deliverables, and adherence to GSA IT Security Policies.

Place of Performance
The work will be performed virtually or at the GSA HR and Payroll IT Services Division located at Two Pershing Square, 2300 Main, Kansas City, MO 64108.
