Pavement Condition Index Studies FY24   3

Background
The Air Force Civil Engineer Center (AFCEC), Operations Directorate, Asset Visibility Division (COA), is responsible for maintaining and assessing the condition of airfield and road infrastructure. The goal of this contract is to provide comprehensive evaluations of pavement conditions at various Air Force installations both in the Continental United States and overseas, ensuring that the infrastructure meets operational standards.

Work Details
The contractor shall perform site evaluations and analyses to support infrastructure condition assessments. This includes providing technical expertise, labor, travel, and all necessary materials to verify or update the pavement inventory. The contractor will conduct ASTM level Pavement Condition Index (PCI) inspections to document specific distresses on airfields, roads, and parking areas. Key tasks include:
- Creating or updating the PAVER pavement management system database.
- Generating PCI reports for maintenance, repair, and construction planning.
- Producing separate reports for airfield and road networks at each installation as outlined in the Performance Work Statement (PWS).
- Submitting a technical plan detailing methods to meet PWS requirements.
- Providing qualifications documentation for key personnel.
- Developing a Quality Assurance/Quality Control (QA/QC) plan.
- Demonstrating adherence to performance schedules within a 24-month timeframe.

Period of Performance
The contract will be performed over a period of 24 months.

Place of Performance
Various Air Force installations in the Continental United States and overseas.
