This is a non-personal services contract to provide Pavement Clearance (Removal of snow and ice at Aberdeen Proving Ground Maryland (hereinafter, APG ), which incorporates APG North (AA) Only. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in the Performance Work Statement (PWS) provided. Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in the PWS.

9/25/24-Solicitation Amendment 0001 issued providing the Bid Schedule of Events needed for proposals and extending the due date and time for proposals to 03 October 2024 at 12:00 p.m. Amendment 0001 located in the attachment section of this solicitation.

Background
Aberdeen Proving Ground (APG) is located in Maryland and encompasses approximately 75,580 acres and 1,702 buildings. The workforce includes over 23,000 military, civilian, and contractor employees responsible for various technical achievements.

The Directorate of Public Works (DPW) at APG operates and maintains facilities, structures, utilities, roads, and related equipment. This contract aims to provide non-personal services for pavement clearance (snow and ice removal) at APG North.

Work Details
The Contractor shall provide pavement clearance services for snow and ice removal on paved driving/parking areas and side streets when snow/ice exceeds 2 inches or as directed by the COR/ACOR. Services include:
- Updating the Snow, Ice, and Sand Removal Plan annually by September 30.
- Plowing snow from roads, access control points, railroads, airfield pavements, taxiways, aprons, driveways, and parking areas within two hours of notification.
- Ensuring safe access to walkways, doorways, and gates.
- Maintaining traffic flow during maintenance operations.
- Restoring any landscape damage caused by operations at no additional cost.
- Providing all necessary personnel, equipment, supplies, transportation, tools, materials, supervision required for snow and ice removal as defined in the PWS.
