PATRIOT ADVANCED CAPABILITY-3 MISSILE SUPPORT CENTER (P3MSC) LOGISTICS SUPPORT, US LAUNCHER REPAIR & RETURN (R&R), AND FOREIGN MILITARY SALES (FMS) LAUNCHER R&R   2

Army Contracting Command Redstone intends to procure highly specialized technical support for the Patriot Advanced Capability-3 (PAC-3) Missile Support Center (P3MSC) Missile Field Surveillance and Missile post-production activities to include US and FMS, Launcher Depot Level Diagnostic and Repair Capability for PAC-3 Launcher Secondary Items and Logistics Support. The contractor shall furnish all services, hardware, facilities, equipment provide all planning, management, technical and logistical support for testing, failure analysis, quality, reliability and maintenance support. The nature of this contract action is to solicit a new three year Indefinite Delivery Indefinite Quantity (IDIQ) Cost Contract, to be awarded on or before 12 March 2022 through 18 May 2025. The PAC-3 Missile Support Center requirements are available from one responsible source, Lockheed Martin Missiles and Fire Control (LMMFC), Commercial and Government Entity (CAGE) code 64059, 1701 W. Marshall Drive, Grand Prairie, TX. 75051. As the developer and producer of the PAC-3 Missile Segment and support equipment, LMMFC is the only source with the knowledge, expertise, and technical data package (TDP) to perform this effort. The statutory authority permitting Other Than Full and Open Competition is Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. Additionally, the product support data is not readily available to prohibit significant delays and/or failures due to the enormous learning process involved and lack of technical support expertise available. All responsible sources may submit a proposal, which shall be considered by the Agency. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort.
