Offers are due by 2 October 2023, 10:00 AM, Central Standard Time (unless extended via amendment). Offers shall be submitted via e-mail to patrick.a.thielemann.civ@health.mil and salameya.paulouskaya.civ@health.mil. Offers received after the deadline will be considered untimely and will not be eligible for award.

The deadline for questions is 12 September 2023, 10:00 AM, Central Standard Time (questions submitted after this deadline will not be answered). All questions shall be submitted in writing to patrick.a.thielemann.civ@health.mil and salameya.paulouskaya.civ@health.mil.

The Offeror is responsible for notifying the government of any changes in point of contact (POC) during the acquisition process and the life of the Contract.

Electronic submissions with files larger than 20MB will need to be submitted in separate emails. All emails, regardless of the size, need to be received by the Government server, by the stated date and time. It is the offeror's responsibility to ensure the Government receives the entire quote.

Background
This is a non-personal services contract for patient transport services at the Brooke Army Medical Center (BAMC) in Joint Base San Antonio (JBSA), Texas. The contract is under 12 and 15, and it is a non-personal services requirement to provide support for interfacility transport services for the JBSA area. The contractor shall be solely liable for the services rendered, and the contract does not create an employer-employee relationship between the contractor and any associated entity.

Work Details
The contractor shall provide ground transport services 24/7 for patients requiring interfacility transportation and support for air evacuation missions within a 300-mile radius of San Antonio. This includes transporting patients to various military treatment facilities, civilian hospitals, residences, flightlines, and airports. The services include Advanced Life Support (ALS), Basic Life Support (BLS), Critical Care Transport (CCT), mileage-based transportation, and wait-time services. The contractor shall adhere to the standards outlined in the Performance Work Statement.

Period of Performance
The period of performance for this contract is from December 15, 2023, to December 14, 2024, with options for renewal up to December 14, 2028.

The services will be performed at various locations within the JBSA area, including Brooke Army Medical Center, Wilford Hall Ambulatory Surgical Center, CPT Jennifer M. Moreno Clinic, JBSA Behavioral Health Clinic, McWethy Troop Medical Clinic, SPC Taylor Burk Clinic, Reid Clinic, Randolph Clinic, Schertz Medical Home, Westover Hills Medical Home, Gateway Bulverde Clinic, Corpus Christi Army Depot Occupational Health Clinic, JBSA flightlines, and San Antonio International Airport.
