Background
The US Patent and Trademark Office (USPTO) has issued a Request for Proposals (RFP) for the Patent Technical Services (PTS) requirement. This involves reviewing newly received U.S. patent applications for completeness and compliance with all filing requirements. The current contract generally staffs approximately 300 contractor support staff ranging in various clerical positions which use USPTO Information Technology (IT) systems to perform duties under this requirement.

Work Details
The scope of work for this requirement is detailed in Request for Proposal (RFP) Attachment 1: Statement of Work. The work includes tasks such as Incoming Mail Processing and Formality Review Process, Patent Cooperation Treaty (PCT) International and National Stage Application Processing, Technology Center Document Receipt and Mail Processing, Administrative Clerical, and file maintenance work.
The offeror must propose the most effective method for carrying out the tasks. The technical proposal must specifically address the requirements rather than simply repeating the language.
