Passport Front-End Processing and Specialty Fee Collection Services

Background
The Department of State (DOS) Bureau of Consular Affairs (CA), Office of Passport Services (PPT) is responsible for processing U.S. passport applications and ensuring secure payment transactions.

The goal of this contract is to identify qualified sources for front-end application processing and specialty lockbox services to efficiently handle the processing of U.S. Passport Applications, which includes managing a high volume of applications daily.

Work Details
The contractor will provide front-end processes and fee collection services, which include: tracking, batching, data entry, scanning, fee collection, secure upload, and document destruction services within 24 hours of receipt.

The contractor must demonstrate experience with wholesale global capacity lockbox service to support DOS in receiving payments for passport applications. Key tasks include:
- Implementing a Financial Management Service (FMS) - Electronic Check Processing (ECP) system.
- Scanning, transmitting, and settling all negotiable items through ECP or similar systems.
- Providing daily fee collection summaries at the transaction level.
- Conducting front-end processing that includes receiving, sorting, scanning applications, data entry, and destruction while ensuring compliance with PII standards.
- Ensuring quality control through trained staff who review applications and manage compliant/non-compliant processes.
- Providing technology solutions that ensure data security and compliance with DOS requirements.
