Description

The US Air Force is seeking potential companies who have the skills, experience, knowledge and capabilities required to perform all aircraft washes, lubes and towing services as defined in the attached Draft Performance Work Statement (PWS) for this Passenger Terminal Security Services. The place of performance is at Ramstein Air Base. The anticipated period of performance is from 1 February 2026 through 31 January 2027 with 4 Option Years to follow. The anticipated period of performance for the basic period and all options will be 12 months. Interested sources are requested to provide a capability statement which briefly describes previous and/or current work experience in or relating to the areas listed above.In addition, interested sources are requested to review attached Draft PWS and answer the questionnaire. You are encouraged to provide comments, concerns and recommendations in accordance with attached Market Research Questionnaire. Information must be submitted by 29 January 2025, 16:00 Central European Time to Iris Laub, email iris.laub.de@us.af.mil and Darrell Hafer, email darrell.hafer.2@us.af.mil. All information shall be submitted via email. This notice is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government.

Although "quote" and "proposal" are used in this notice of contract action, your responses will be treated as information only. It shall not be used as a proposal. Background
The US Air Force is seeking potential companies with the necessary skills, experience, knowledge, and capabilities to perform passenger terminal security and baggage screening services at Ramstein Air Base. This initiative is part of the agency's mission to ensure safety and security in air mobility operations.

The contract aims to provide comprehensive security services in compliance with TSA regulations and German aviation laws.

Work Details
The contractor shall provide non-personal services in support of the 721 Aerial Port Squadron (APS), including management, supervision, necessary equipment, supplies, and trained personnel for passenger terminal security and baggage screening.

Key tasks include:
- Conducting 100% baggage and passenger screening during outbound operations using government-provided x-ray machines;
- Monitoring inbound areas for commercial aircraft arrivals;
- Controlling access to the sterile area through identification checks;
- Maintaining surveillance of alarm systems;
- Performing anti-hijacking inspections;
- Ensuring proper baggage acceptance procedures;
- Responding to security alarms within two minutes;
- Maintaining shift logs;
- Conducting hourly security patrols;
- Developing training for contractor personnel; and
- Ensuring compliance with all applicable regulations.

Period of Performance
The anticipated period of performance is from February 1, 2026, through January 31, 2027, with four option years available thereafter. Each period will last for 12 months.

Place of Performance
The services will be performed at Ramstein Air Base, Germany.
