Update: [18 FEB 2025] "The Government has determined to seek an Other Transaction (OT) prototype project pursuant to the authority at 10 USC 4022. A Statement of Need will be published to the NASC during the week of 18 Feb 2025. The Government intends to utilize the Other Transaction Authority (OTA) process through the Naval Aviation Systems Consortium (NASC). INTRODUCTION

Naval Air Systems Command at Patuxent River, MD is conducting additional market research to determine if there are any responsible sources that have the capability, experience and facilities required to support the rapid development, maturation, integration, prototyping, test, qualification and initial fielding of prototype Precision Attack Strike Munition (PASM) units, formerly referred to as the Long Range Attack Missile (LRAM) weapon system in support of the United States Marine Corps (USMC). This additional market research will refresh the list of responsible sources based on updated requirements received from the USMC.

Background
Naval Air Systems Command at Patuxent River, MD is conducting market research to identify responsible sources capable of supporting the rapid development, maturation, integration, prototyping, testing, qualification, and initial fielding of prototype Precision Attack Strike Munition (PASM) units. This initiative is in support of the United States Marine Corps (USMC) and aims to refresh the list of potential contractors based on updated requirements from the USMC.

Work Details
The USMC requires a Vertical Takeoff and Landing (VTOL) Family of Systems (FoS) aircraft agnostic, network-enabled, long-range precision weapon designed to deter or destroy maritime and land-based targets. The desired PASM solution includes:
- Weapons Open System Architecture (WOSA) design for modularity with a minimum payload capacity of 25 lbs (excluding fuel weight).
- Universal Armaments Interface (UAI) for launch platform integration.
- Early operational capability (EOC) of thirty-six (36) fieldable prototypes by FY27.

Threshold Requirements:
- Range: Greater than 150 nm.
- Launch Capability: From AH-1Z at speeds of 120 KTS or less with a maximum drop of 250 feet.
- Minimum No-Stall Speed: 120 KTS.
- Maximum Flight Speed: 285 KTS.
- Carriage Capacity: Minimum of two (2) PASM per hard-point on an AH-1Z.
- Weight: All-up-round (AUR) less than or equal to 200 lbs.
- Shipboard Compatibility: Must meet USN qualifications for all air-capable ships.
- Probability of Hit: >= 85% against stationary ground and moving maritime targets.
- Network Enabled Capability: Pre-launch net entry and post-launch commands via tactical data link MIL-STD 6016-G.
- Human Machine Interface: Capable of receiving tasking via Government Furnished Equipment (GFE) tablet before launch.
- Common Interface Standards: Compliance with UAI standards.
- Modularity: WOSA compliant with interchangeable payloads at Intermediate Level Maintenance Facility.
