The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) issues this Request for Information (RFI) on behalf of the DHS Science and Technology Directorate (S&T).

The DHS Science and Technology Directorate (S&T) has an interest in entering into one or more Partnership Intermediary Agreement(s) (PIA) pursuant to 15 U.S.C. 3715, with a Partnership Intermediary (Pl), as defined in 15 U.S.C. 3715 (c), to expand its existing PI network by providing services to support the technology transfer and commercialization of technology solutions for use by DHS and the Homeland Security Enterprise (HSE). All eligible PIs may respond, even if they have an active Agreement or Contract with DHS S&T.

DHS S&T will work with PIs to increase the likelihood of success in the conduct of collaborative or joint activities and to stimulate and promote technology development, and outbound and inbound transfer of technology between DHS S&T and academia, industry, and Federal laboratories.

The objective of this RFI is to identify PIs nationwide. DHS S&T is requesting those entities that are eligible to enter into a PIA as defined in 15 U.S.C. 3715 (c) to express their interest by submitting a statement outlining their capabilities as they align to one or more of the following objectives:

1. How could you meet the technical needs and requirements identified in Section IV of the attached Request for Information (RFI)?

2. Describe the qualifications and experience of the key personnel who could perform the tasks outlined in the notice.

3. Identify existing national or regional partnerships with industry and university academia.

4. Have you provided a recent and similar type and scope of services as the current requirements for any U.S. Federal government agencies? If so, please provide supporting details.

Background
The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is issuing this Request for Information (RFI) on behalf of the DHS Science and Technology Directorate (S&T). The DHS S&T aims to enter into one or more Partnership Intermediary Agreements (PIAs) to enhance its existing network by providing services that support technology transfer and commercialization for the Homeland Security Enterprise (HSE). This initiative seeks to foster collaboration between DHS, academia, industry, and Federal laboratories.

Work Details
The selected Partnership Intermediaries will be responsible for various tasks including:

1. Recruiting and Outreach:
a. Perform services for Federal laboratories to enhance cooperative activities with small businesses and educational institutions.
b. Assist and evaluate small businesses utilizing Federal laboratories.
c. Analyze business practices to improve technology transfer opportunities.
d. Facilitate collaboration through events and partnerships.
e. Assist in securing funding for research and development initiatives.
f. Support rapid prototyping and manufacturing efforts aligned with DHS's mission.
g. Provide technical assistance to increase engagement from diverse entities with DHS Laboratories.
h. Offer access to physical collaboration spaces for virtual engagements with stakeholders.
i. Plan outreach and training events to promote technology engagement.
j. Conduct technology scouting for promising innovations relevant to DHS missions.

Place of Performance
The contract work will be performed nationwide as it seeks to identify Partnership Intermediaries across the country.
