Partnership for Analytics Research in Traffic Safety (PARTS) Continued Research   2

Background
The U.S. Department of Transportation (U.S. DOT), through the John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, is conducting market research to identify Federally Funded Research and Development Centers (FFRDC) for the continued Partnership for Analysis and Research in Traffic Safety (PARTS). This initiative aims to facilitate research collaboration between the Volpe Center, USDOT, and Original Equipment Manufacturers (OEMs), serving as a trusted third party responsible for maintaining and executing research as per the PARTS Governance board.

Work Details
The Contractor will be responsible for several key tasks:

1. Partnership and Project Management: Develop an updated Project Work Plan (PWP) detailing intermediate steps for research topics starting in CY2026; act as steward of governance rules; update the PARTS Governance Agreement; manage cooperative agreements with OEM participants; identify potential future participants for PARTS; onboard new participants; provide monthly progress briefings; document work completed into a Partnership Management and Research Data Summary.

2. Data Ingestion, Management, Analysis and Research: Extend technical research approaches from PARTS Phase IV; receive and incorporate new data from partners; complete new research analyses; develop draft reports for review and incorporate feedback into final versions.

3. Communications: Prepare materials covering new research topics, convene all-hands meetings among participants, and present briefings to senior USDOT executives.

Period of Performance
The contract will be performed over a timeframe beginning in calendar year 2026.

Place of Performance
The services will be provided at multiple, simultaneous sites nationwide.
