Objective:

This effort will result in a railroad parametric capacity model that will be validated based on real world operations data.

Description of Requirement:

Description:

The U.S. Department of Transportation (DOT), Federal Railroad Administration (FRA) anticipates awarding a Firm Fixed Price type contract for the development of a new Parametric Railway Line Capacity Model (PRLCM). FRA believes that a new parametric capacity model would have the potential to serve as an important adjunct to existing railroad operations simulation tools and could find application in high-level operations analysis that is performed as part of early project feasibility studies, regional intercity passenger rail planning, and as an aid in developing hypotheses for operating and infrastructure changes for subsequent evaluation using operations simulation.

This effort will result in a validated, reproducible Railroad Parametric Capacity Model (RPCM), associated documentation, and code that the Government can independently develop. (The full description is to be found on pages 1-2 of Attachment J.1 Statement of Objective (SOO).).

Background
The U.S. Department of Transportation (DOT), specifically the Federal Railroad Administration (FRA), is seeking to develop a new Parametric Railway Line Capacity Model (PRLCM) to enhance railroad capacity analysis. This initiative aims to address the obsolescence of the existing 1975 FRA model due to significant changes in railroad operations, traffic types, and infrastructure over the past 50 years.

The new model is intended to serve as a publicly available tool for both the railroad industry and stakeholders involved in railroad improvement projects, facilitating better planning and operational analysis.

Work Details
The contractor will be responsible for developing a validated, reproducible Railroad Parametric Capacity Model (RPCM) that incorporates contemporary characteristics of North American railroad operations. Key tasks include:
1. Conducting an analytical examination of factors affecting railway line capacity, such as track and signal system configurations and train operating policies.
2. Utilizing a railroad operations simulation model to explore various combinations of track, signal, and train configurations.
3. Establishing mathematically continuous relationships between parameters and line capacity through regression-based approaches.
4. Producing associated documentation and code that allows the Government to independently develop the model.

Period of Performance
The contract will be performed over a period of 18 months from the effective date of the contract.

Place of Performance
The work will primarily be conducted at the contractor's or subcontractor's facility.
