This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit written quotes only; oral offers will not be accepted.


This requirement is under North American Industrial Classification Standard (NAICS) codes: 334112 Computer Storage Device Manufacturing; 1,250 employees. This requirement is set-aside 100% Buy Indian (specific to Department of Health and Human Services, Indian Health Services); wherein, Buy Indian means American Indian and Alaska Native Small businesses, in accordance with the criteria and size standards of 13 CFR Part 121.

Definitions. Indian Economic Enterprise (IEE). Any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit provided that: the combined Indian or Indian Tribe ownership must constitute not less than 51 percent of the enterprise; the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract; and the management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. The enterprise must meet these requirements throughout the following time periods:

  1. At the time an offer is made in response to a written solicitation;
  2. At the time of the contract award; and
  3. During the full term of the contract.

Indian Small Business Economic Enterprise (ISBEE). An IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR part 121. Offerors that do not fall into this category will not be considered for award.

Background
The Indian Health Service (IHS) is part of the Department of Health and Human Services (HHS) and is dedicated to providing health services to American Indians and Alaska Natives.

The Phoenix Area Office (PAO) is responsible for optimizing, modernizing, and standardizing hardware across its hospitals and clinics. This solicitation seeks to establish a Blanket Purchase Agreement (BPA) for storage and compute solutions that align with the IHS's enterprise architecture initiatives.

Work Details
The contractor will provide, configure, and install hardware solutions for storage and compute needs at IHS facilities. Key requirements include:
- **Storage Solution**: Minimum 1.2 PB NVMe-oF storage capacity, 16 100GbE ports, inline data reduction, support for S3 API, NFS & SMB protocols, and various performance standards including resilience against SSD failures.
- **Compute Solution**: Minimum of 3 small compute servers with 256 GB RAM or 4 large servers with 512 GB RAM each. Servers must utilize Intel Xeon processors and dual NVM-e PCIe3 storage devices.
- **Top of Rack Switches**: Cisco Nexus 9300 Series switches with minimum 100GE speed.
- **Racks and Power Equipment**: Installation of racks sized to meet solution requirements along with dual power distribution units and uninterruptible power supplies.

Place of Performance
Work will primarily take place at the Phoenix Area Indian Health Service located at 40 North Central Ave., Phoenix, Arizona, as well as various contractor facilities across the continental United States.
