The purpose of this task order is to create a data infrastructure that shall showcase a panoramic view of patient care within selected states. This data infrastructure shall consist of state-level databases called the "Panoramic View of Patient Care Databases" (PV-PCD). Five PV-PCD, representing their respective state populations, shall be created. The final databases shall include detailed enrollment-based, encounter-level data (e.g., health insurance claims data, including inpatient, outpatient, office visits, pharmacy, payment, and beneficiary information, from a variety of sources) linked to provider-level information (e.g., characteristics of hospitals, physicians, physician practices, other healthcare organizations, and medical practitioners), social determinants of health (SDOH) data, and community-level information to gain a panoramic view of who receives medical care and how it is delivered. These databases shall be harmonized, standardized, and have some ability to track patients across settings of care, time, and geography.
This contract opportunity is seeking to create a data infrastructure called the 'Panoramic View of Patient Care Databases' (PV-PCD) that will provide a comprehensive view of patient care within selected states. The infrastructure will consist of five state-level databases that include detailed enrollment-based, encounter-level data linked to provider-level information, social determinants of health (SDOH) data, and community-level information. The work includes project management, weekly support meetings with AHRQ, project management plan development, monthly progress reports, project documentation, and stakeholder meetings with federal agencies, state APCDs, and PCOR/CER researchers. Additionally, an environmental scan will be conducted to assess healthcare data availability and quality for all 50 states and the District of Columbia. The place of performance is yet to be determined.
