PANAMAX 26 Portable Chemical Latrines & Handwashing Stations Rental and Services - PANAMA

Background
The United States Southern Command (USSOUTHCOM) is issuing this contract to provide essential sanitation services during Exercise PANAMAX & PANAMAX-Alpha 2026 in Panama. The goal of the contract is to support Joint Task Force-Bravo's deployment of approximately 200 personnel by ensuring reliable access to chemical latrines and handwashing stations, addressing a critical life support requirement due to the lack of permanent restroom facilities at the operational site.

Work Details
The contractor shall provide all personnel, equipment, materials, and supervision necessary for the delivery, rental, and servicing of sixteen (16) Chemical Latrines and eight (8) Handwashing Stations. Services include daily cleaning, waste removal, and replenishment of supplies such as toilet paper, paper towels, and liquid soap. All services must comply with host nation environmental regulations for waste disposal. Contractor personnel will require government-provided escorts for access to secure airfield locations and must be vetted prior to contract commencement. The contractor is also responsible for maintaining an internal quality control program to ensure compliance with performance standards outlined in the Performance Work Statement.

Period of Performance
The period of performance for this contract is from July 2, 2026, to August 17, 2026.

Place of Performance
The services will be performed at a secure airfield in Panama.

Bidder Requirements
Offerors must provide a detailed technical plan demonstrating how they will meet all requirements outlined in the Performance Work Statement. This plan must be rated 'Acceptable' for eligibility. Offerors are required to have local presence with an operational office in Central America or the United States. They must provide local office address and point of contact information. Additionally, offerors must submit past performance experience related to the rental of portable latrines and handwash stations in Central America.
