Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the

format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 (effective date 06-11-2025).

This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE under North American Industrial Classification Standard (NAICS) code is 561720, janitorial services and the Small Business Size Standard is $22.0M. Solicitation 127EAT25Q0037 is issued as a request for quote (RFQ). All prospective contractors must be registered in the System for Award management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award.

The Palomar Ranger District is soliciting quotes on a competitive basis for qualified organizations to enter a firm-fixed-price contract of janitorial services for the District Office building and Conference Room building in Ramona, CA. Responses to solicitation 127EAT25Q0037 must be in accordance with specifications, which can be found in the attached documents.

Quotation submissions: Quote are due no later than September 5, 2025, at 12:00 PM Pacific Time to Fareedah Vaughn at fareedah.vaughn@usda.gov. Offers are responsible for verifying receipt of their quotes to this office before the offer due date and time.

To avoid rejection of an offer, the offeror must make every effort to ensure its electronic submission is virus-free. Quotes, or portions thereof, submitted with the presence of a virus of which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).

Background
The Palomar Ranger District, part of the USDA Forest Service, is seeking quotes for janitorial services for its District Office and Conference Room buildings located in Ramona, CA. This procurement is a 100% small business set-aside. The goal of this contract is to ensure a clean and well-maintained environment for the facilities, supporting the mission of the USDA.

Work Details
The contractor will provide comprehensive janitorial services including but not limited to: cleaning floors, restrooms, offices, break rooms/kitchenettes, and emptying trash/recycle bins. Specific tasks include:
- Daily cleaning tasks such as ensuring carpets are free of dirt and stains, hard surfaces are polished and clean, all surfaces are dust-free including furniture and office equipment.
- Restroom maintenance including disinfecting floors, cleaning mirrors and fixtures, replenishing supplies like toilet tissue and soap.
- Cleaning meeting/conference rooms ensuring whiteboards are clean and surfaces are polished.
- Kitchenette maintenance including cleaning appliances and countertops.
- Quarterly services for heavy cleaning tasks such as window washing.
- Semi-annual services for deep cleaning areas like carpets and baseboards.
- Annual services to perform baseline cleaning of all areas within the first week of the contract period.

Period of Performance
The contract will be performed over a base year from June 29, 2025, through June 28, 2026, with four one-year option periods available if exercised.

The work will be performed at the Palomar Ranger District Office located at 1634 Black Canyon Road, Ramona, CA 92065.
