Description

General Service Administration (GSA) has found it necessary to remove and replace all vinyl siding on the main building of the LPOE along with the detached garage. Building shall be house wrapped with a weather tight breathable type material, a Hardi type cement board 4 lap reveal to match original historic siding shall be installed. All fascia, pillars, canopy ceiling, and any wood shall be scraped to remove old paint, lead paint safety precautions shall be used. Caulk all seams and joints where paint was removed and new siding was installed, paint all siding and where old paint was removed. ADA ramp, and median concrete shall be cleaned and epoxied. Paint railing on ADA ramp.

Background
The General Services Administration (GSA) has identified the need to address water infiltration issues at the Orient Land Port of Entry (LPOE) Building. The mission of this contract is to ensure the integrity and appearance of the facility by replacing all vinyl siding and performing necessary maintenance to prevent further water damage.

The contractor will be expected to adhere to the latest 2026 PBS Core Building Standards throughout the project.

Work Details
The contractor will perform the following tasks:
- Remove and replace all vinyl siding on the main building and detached garage;
- Inspect sheathing;
- Install a breathable wall vapor barrier;
- Install new lap style siding and trim that matches the original historic siding;
- Scrape and prepare all fascia, pillars, canopy ceilings, and old window sashes in brick areas;
- Caulk all seams and joints where paint was removed and new siding was installed;
- Paint all siding and areas where old paint was removed;
- Clean and epoxy ADA ramp and median concrete;
- Paint railing on ADA ramp.

A supervisor must be onsite at all times during construction, which will occur in an active Federal Building, requiring coordination with building occupants.

Period of Performance
Performance will begin ten (10) business days after the issuance of the Notice to Proceed (NTP). The contractor has 60 days from the NTP for obtaining security clearances and making submittals, followed by an estimated 240 days for construction.
