Description

The Department of the Interior, National Park Service, is requesting quotes (RFQ) for Exterior Painting at the John Muir National Historic Site. The Contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization.
This procurement is set-aside for Small Business (SB) concerns only. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The North American Industry Classification System (NAICS) code is 238320; the small business size standard is $19.0 million. The construction magnitude for this solicitation is $1000,000 to $250,000.
All questions for this requirement must be sent via email to Brian Roppolo at brian_roppolo@nps.gov no later than 10 July 2025. All questions will be answered on a future amendment posted on www.SAM.gov.
PROPOSALS ARE DUE AT 12:00 P.M. PACIFIC STANDARD TIME (PST) ON THURSDAY, 17 July, 2025. Only emailed proposals will be accepted.
The government reserves the right to cancel this solicitation.
Background
The National Park Service (NPS), part of the Department of the Interior, is seeking quotations for construction services to perform exterior painting at the John Muir National Historic Site. The goal of this contract is to restore and maintain the historic integrity of the site while ensuring a quality finish that meets preservation standards. This procurement is exclusively set aside for Small Business concerns, with a focus on supporting small enterprises in fulfilling government contracts.

Work Details
The contractor will be responsible for preparing, priming, and painting approximately 6,000 square feet of exterior wood siding and 1,850 square feet of metal roofing. Additional tasks include treating metal and wooden rain gutters, decorative moldings, cornices, knee braces, eaves, overhangs, lattice, balustrades, ridge boards, water tables, removable attic windows and screens, as well as all porch decks, railings, stairs and ceilings.

The project also includes minor wood repairs and caulking. Paint application methods may include roller or spray but must be back brushed. The lightning arrest system will need to be removed and reinstalled after painting is complete. Work hours are limited to Monday through Friday from 7:00 AM to 3:30 PM with clean-up extending until 4:00 PM. All work must comply with historical preservation standards to avoid damage to the site.

Period of Performance
The contract performance period is set for 45 calendar days following the issuance of the Notice to Proceed (NTP).

The work will take place at the John Muir National Historic Site located at 4202 Alhambra Avenue, Martinez, CA 94553.
