Description

  1. Sources Sought Synopsis for Planning Purposes. This is a Sources Sought Synopsis and Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 52.215-3 --Request for Information or Solicitation for Planning Purposes (Oct 1997). The purpose of this Sources Sought Synopsis is for market research, capability to perform and to determine offeror interest. This scope of work is for maintenance on Paint Booth, Blast Booth, Blast Cabinet, and Paint-Gun Cleaner located at 435 CTS, Bldg. 713.

a. Background: The Government is conducting market research to identify companies as potential sources that may possess the expertise, capabilities, and experience to respond to the requirements competently and competitively. The contractor shall provide maintenance on Paint Booth, Blast Booth, Blast Cabinet, and Paint-Gun Cleaner located at 435 CTS, Bldg. 713 IAW the manufacturer's recommended schedules to ensure reliable and continuous safe operation. The maintenance shall be performed IAW standard commercial practices, technical guidelines and the manufacturer's most current recommendations. The contractor shall submit maintenance reports, as shown in paragraph 1.5 of PWS. Only companies/personnel trained/certified and authorized by the manufacturer for the service as required shall perform inspections, maintenance, and repairs. Please See attached PWS

  1. a. The Government does not intend to award a contract based on this synopsis or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and Proposal costs. Companies responding to this market research are advised that participation does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this research. Respondents are solely responsible for all expenses associated with responding to this Sources Sought.

b. Although proposal and offeror are used in this Sources Sought Synopsis, your response will be treated as information only. It shall not be used as a proposal.

c. Program Requirements: All services shall be performed in accordance with the Performance Work Statement and follow all applicable German and EU laws in their current version and conform to standard commercial practices.

Background
The Government is conducting market research to identify companies that may possess the expertise, capabilities, and experience to respond competently and competitively to the requirements for maintenance services on Paint Booth, Blast Booth, Blast Cabinet, and Paint-Gun Cleaner located at 435 CTS, Bldg. 713.

The goal is to ensure reliable and continuous safe operation of these systems in accordance with the manufacturer’s recommended schedules and standard commercial practices.

Work Details
The contractor shall provide maintenance services including: performing inspections, maintenance, and repairs as required by the manufacturer’s recommendations; submitting maintenance reports detailing the location, work performed, inspection dates, system data (serial number, year of manufacture, model), results of inspections, and overall condition of equipment.

The contractor must inform the 435 CTS Point of Contact (POC) about available system upgrades and recommend necessary adjustments. All work must comply with applicable German and EU laws and standard commercial practices. Contractor personnel must be proficient in English and certified by the manufacturer for the services performed. Waste disposal must comply with the German National Waste Disposal Act.
