Description

The U.S. Department of Energy (DOE) is planning for the return of the Paducah Gaseous Diffusion Plant (PGDP) facilities that are currently being leased by the United States Enrichment Corporation (USEC), a private company. DOE anticipates soliciting services for deactivation activities of the PGDP under the DOE Environmental Management Nationwide Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) - Unrestricted Contracts for Environmental Remediation Services, Deactivation, Decommissioning, Demolition, and Removal (DD&R) Services of Facilities (Contaminated), Waste Management Services, and Regulatory Services that were awarded December 16, 2010, to allow for a Contractor to be in place when United States Enrichment Corporation (USEC) returns the facilities to DOE. The Paducah DOE Site is located on a Federal reservation in Western Kentucky, approximately 10 miles west of Paducah, Kentucky, and 3.5 miles south of the Ohio River. Situated on 3,553 acres, the PGDP is a Government-owned uranium enrichment plant that was constructed in the early 1950?s and operated by the DOE and its predecessor agencies for the purpose of manufacturing enriched uranium for the fabrication of fuel assemblies to support commercial and military nuclear reactors and to support weapons development activities. Enrichment operations at the plant are currently conducted by USEC. USEC leases all enrichment process-related buildings from DOE, as well as the Administration Building, the Guard and Fire Headquarters, the Equipment Cleaning Building, the Technical Services Building, and the Maintenance and Stores Building. USEC uranium enrichment activities are conducted under a certificate issued by the Nuclear Regulatory Commission (NRC). The PGDP includes Hazard Category 2 Nuclear Facilities based on the uranium inventory. For more information regarding the site, you may visit the website at: http://www.pppo.energy.gov/paducah.html. This opportunity will only be open to DOE EM ID/IQ Unrestricted Contractors. For more information regarding the EM ID/IQ Contracts, you may visit the website at: http://www.emcbc.doe.gov/EM%20Nationwide%20IDIQ%20(COP)/index.php. It is expected that a draft Request for Task Proposals may be released within the next 60 days.
