Description

ISBEE Cascading Set-Aside

Offers will be solicited from Indian Small Business Economic Enterprise (ISBEE) concerns. If we do not receive enough competition and/or reasonably priced offers from the ISBEE set-aside, we will then evaluate quotes and consider for award to other small business concerns. Any acquisition resulting from this cascading set-aside will be from such a concern as follows:

1. ISBEE

2. All other Small Business Concerns

The Albuquerque Area Indian Health Service (AAIHS) has a requirement for the following supply/service: PACS System Upgrade and Support Services

Prospective Offerors are invited to submit proposals in reference to solicitation no. 75H70725Q00046. The solicitation package is comprised of all information including the estimated requirements, scope of work, and applicable attachments.

To be eligible for contract award, vendor must be registered in the System for Award Management (SAM) and must also complete Representations and Certifications at http://www.sam.gov, per FAR 52.204-7.

All payments by the Government under any associated order shall be made by electronic funds transfer (EFT), per FAR 52.232-33.

Proposals will be accepted at 5:00 pm MT on April 30, 2025.

Late proposals will not be accepted unless post marked prior to the time and date of the due date.

A SINGLE AWARD WILL BE MADE AS A RESULT OF THIS SOLICITATION.

Background
The Albuquerque Area Indian Health Service (AAIHS) is seeking proposals for a PACS System Upgrade and Support Services. This solicitation is part of a cascading set-aside for Indian Small Business Economic Enterprises (ISBEE) concerns, with the intention to ensure adequate competition and reasonable pricing.

The goal of this contract is to enhance the efficiency and effectiveness of the PACS enterprise that supports various service units across the Albuquerque area, ultimately improving the performance of radiology departments.

Work Details
The contractor will be responsible for upgrading the current PACS system to an efficient and effective enterprise solution that meets specific requirements, including:
1. Providing a new PACS system with appropriate data integration and network security.
2. Ensuring compatibility with existing imaging modalities across multiple service units, including general Radiography Systems, Bone Densitometry, Mammography Systems, Computed Tomography, and Diagnostic Ultrasound.
3. Implementing a system that allows for efficient transfer of digital imaging studies to the Albuquerque Area office.
4. Offering an all-inclusive annual support structure that includes software and hardware updates/upgrades.
5. Meeting all Federal Regulations for network integration and security management.
6. Providing redundancy and disaster recovery solutions.
7. Ensuring accessibility of patient images and diagnostic reports to clinicians across all service units.

Period of Performance
The contract will have a base period of 12 months with four optional 12-month extensions, commencing no later than 30 days after all clearances are obtained.

Place of Performance
The work will be performed at various locations within the Albuquerque Area Indian Health Service, including but not limited to Albuquerque Service Unit, Acoma Service Unit, Jicarilla Service Unit, Mescalero Service Unit, Santa Fe Service Unit, Zuni Service Unit, Taos-Picuris Service Unit, Ute Mountain Service Unit, Jemez Health Center, and Alamo Health Center.
