This synopsis is associated with Sources Sought Notice SPE602-25-R-HawaiiISO. This synopsis is for the Pacific ISO Container Services Requirement. The NAICS code for this procurement is 811310.

DLA Energy has a requirement for the transportation, repair, and maintenance of leased Intermodal (ISO) Bulk Fuel Containers in support of the Department of Defense (DoD) operations in the state of Hawaii. The contractor shall provide bulk fuel transportation services using ISO containers. Fuel will be delivered into various permanent or temporary storage systems, including tanks, bladders, tank trucks, and tank containers. Transportation will involve full and empty ISO containers moved to/from Joint Base Pearl Harbor-Hickam (JBPHH), including Pearl Harbor Naval Station and Hickam Air Force Base, and all commercial seaports in Honolulu for onward movement either by vessel or ground transport to local storage or other designated delivery points on JBPHH. The Period of Performance, including all option periods, is from January 01, 2026 to December 31, 2030.

The anticipated requirement includes five (5) distinct line items:

Intermodal Container Transport (To/From JBPHH, To/From Port, and Intra-Island)

ISO Container Integrity Testing

ISO Container Cleaning

ISO Container Maintenance/Repair

ISO Container Inspection

DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, 100% is set-aside for small business concerns.
