Background
The Naval Facilities Engineering Command Atlantic intends to issue a Request for Proposal (RFP) for a Design-Bid-Build, Firm Fixed Price contract for the construction of P720 EDI: Missile Magazines at Naval Station Rota, Spain. This project is part of an unrestricted, full and open competitive procurement aimed at enhancing the capabilities of the naval station.

Work Details
The project will involve the construction of four (4) Type H Earth Covered Magazines, a Forklift charging station, an Ammunition Rework and Overhaul Shop (AROS), and a new Spanish-Owned Recycling Center. Specific construction tasks include:

1. Magazine construction involving foundations, walls, reinforced concrete floors, entrance and loading aprons with ordnance bonding, grounding and lightning protection systems; intrusion detection systems (IDS); and earth-covering. A concrete area will be required in front of the magazines for handling, staging, inspection, loading and offloading ordnance.

2. Construction of a low-rise open-air Recycling Center to replace the existing one impacted by Explosive Safety Quantity Distance (ESQD) arcs associated with the proposed magazines, including cast-in-place concrete walls and slab-on-grade floors supporting standing seam metal roofing.

3. Construction of a single-story high-bay drive-through maintenance facility for AROS comprising cast-in-place concrete and insulated metal panel walls with slab-on-grade floors supporting standing seam metal roofing.

4. Construction of a low-rise open-air forklift charging station serving the high explosive box-D type magazines with metal panel walls and slab-on-grade floors supporting standing seam metal roofing.

The period of performance for this project is approximately 1,322 days after notice to proceed.
