The Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a Request for Proposal (RFP) for a firm fixed-price, construction contract for MILCON P-719, DBB, Wargaming Center Marine Corps Base, Quantico, VA.

The anticipated requirement will be issued under RFP Number N40080-20-R-5249. The RFP is expected to be posted to the beta.SAM website at https://beta.sam.gov/ around mid April 2020.

This procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures under FAR Part 15. Evaluation will be conducted utilizing the Best Value Source Selection (BVSS) Trade-off process. The Government intends to award one (1) firm fixed-price contract. In accordance with DFAR 236.204(iii), the construction magnitude of this project is estimated between $100,000,000 and $250,000,000.

The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $39.5M.

Project Description: This project includes the following:

(1) construct a minimum 100,443 SF, low rise Georgian-style Academic Instruction Facility. Exterior features include cast stone and brick veneer on reinforced concrete masonry unit and standing seam metal roofs over structural steel framing, auger cast pile foundations and floors. Facility will be reinforced concrete slab on grade with elevated reinforced concrete slabs. This facility will include an auditorium, gaming classrooms, cell rooms, breakout rooms, game cell, conference room, production room and graphics production room.

(2) construct a 132,116 SF multi-story parking facility to support the academic instruction facility. The facility is a pre-cast concrete structure with auger cast pile foundations and floors, and

(3) construct a new single story 1,650 SF Area Distribution Node (ADN) to support the academic instruction facility. The ADN will be part of the installation communication distribution system providing capabilities for voice, video and data. The facility is a precast concrete structure with auger cast pile foundation.

A Source Sought was issued on October 28, 2020 under RFP Number N40080-20-R-5249 for responses potentially qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for MILCON P-719, DBB, Wargaming Center Marine Corps Base, Quantico, VA. Based on responses received, this procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures.

The Government intends to post all notices/amendments related to this solicitation on beta.SAMS at https://beta.sam.gov/. All interested firms must be registered on beta.SAMS web sites in order to obtain the solicitation documents and all information regarding the solicitation.
