FULL & OPEN COMPETITION

Description: This project will provide a Nuclear Regional Maintenance Facility (NRMF) located at Naval Submarine Base in Kings Bay, Georgia. This facility, is a new 137,153 SF precast panel and structural steel frame building, with aggregate pier ground improvements and spread footings with reinforced concrete slab on grade, with incidental site work, pavements, utilities, drainage and demolition work. The roof structure will consist of standing-seam metal over a roof metal deck. In addition, the project scope includes construction of a new lift station, upgrades to an existing lift station, a relocated dredge pipe, a stand-alone 10,386 SF emergency vehicle canopy to house 12 emergency vehicles/trailers, a 3,116 SF temporary facility to support personnel from Building 5233, and an operational and employee vehicle parking facility for approximately 300 vehicles, with supporting infrastructure, including storm-water drainage features and lighting. The project also includes modification, maintenance, and demolition of the temporary security infrastructure installed by the adjacent Dry Dock Repair (DDR) project, and demolition and removal of Buildings 5233, 5194, 5195 and 5196.

A sources sought notice was posted to sam.gov on October 5, 2022 requesting small business industry interested and capability statement. Based on responses from the notice, it was determined that the requirement should be issued as full and open. The NAVFAC Small Business Office concurs with this determination.

The solicitation will be a negotiated Design-Bid-Build acquisition. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government.

Competition Requirements: Unrestricted basis, under full and open competition.

Procurement Method: FAR Part 15, Contracting by Negotiation.
