Background
The National Park Service (NPS) is undertaking a project to remove debris from the Westerly shipwreck located at Point Reyes National Seashore in Marin County, California. The mission of this project is to protect wildlife and the marine ecosystem by eliminating hazardous materials and debris that pose risks to the environment. The urgency of this operation is underscored by the need to complete it before the bird nesting season begins, which could further complicate cleanup efforts.

Work Details
The contractor will provide all necessary supervision, labor, equipment, testing, and supplies to conduct a salvage operation aimed at removing loose debris from the Westerly wreckage. Key tasks include:

1) Removing harmful items such as fishing lines, nets, pots, plastics, metals, and an engine block;

2) Assessing for hazardous materials like oil, fuel, and batteries onboard the vessel;

3) Conducting operations only during low tide with favorable weather conditions due to dangerous rocky terrain;

4) Utilizing a helicopter for crew transport and equipment delivery;

5) Working approximately 3-4 hours per day over an estimated duration of 5-7 days, subject to environmental conditions and wildlife monitoring.
