P-8A INMARSAT

The Naval Air Warfare Center Aircraft Division Lakehurst requires the following INMARSAT components: INMARSAT Terminal P/N 1252-A-3420-07, Antenna Assembly P/N 0476-A-00377, Antenna Control Unit P/N 0811-A-0001 Rev J (or higher), Low Noise Amplifier P/N 1242-A-0006, and Fan Tray P/N 1252-F-3414 in support of P-8A production line. This contract also includes technical support and travel associated with aircraft integration and ground and flight test functions and Repair of Repairables (ROR) of parts delivered to Boeing. The Government intends to issue a contract on a sole source basis for the required equipment to the Canadian Commercial Corporation who will subcontract 100% of the effort to Honeywell/EMS Technologies Canada, LTD (CAGE 38473) of Ontario Canada. Honeywell/EMS Technologies Canada, LTD is considered the only responsible source capable of providing the required equipment because they own all the proprietary data and drawings. Therefore, Honeywell/EMS Technologies Canada, LTD is the only vendor capable of producing the equipment to meet the Government requirement.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
