P-8A Engine Depot Maintenance and Repair - Life Limited Parts

On 11 April 2023, the Naval Air Systems Command (NAVAIR) awarded order modification N0001923F0110P00002 under P-8A Engine Depot Maintenance and Repair Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) N0001918D0113 to the Boeing Company, under an exception to the fair opportunity process. In accordance with FAR 16.505 (b)(2)(i)(C), the modification was issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. The Justification for an Exception to Fair Opportunity (JEFO) is attached to this Notice which authorizes the procurement of Life Limited Parts for two P-8A engines to bring the engines into working status. As a result of competitive Solicitation N00019-15-R-2004, on 1 February 2018 Boeing was one of two awardees for P-8A Poseidon engine repair IDIQ contracts. Pursuant to each contract's clause H-1 AIRFRAME AND ENGINE IDIQ CONTRACT FAIR OPPORTUNITY ORDERING PROCEDURES, the Government conducted a competition between the two engine depot IDIQ contractors for Option Period 5 Field Assessment and Repair (FA&R) resulting in the selection of Boeing as the awardee and issuance of Order N0001923F0110 to Boeing. The order procures travel and FA&R services for P-8A Poseidon aircraft engines. On or about 30 March 2023, two P-8A engines were identified as requiring FA&R services and the procurement of Life Limited Parts in order to return the engines to Ready For Issuance (RFI) condition. An order modification must be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to the order, as Boeing is already providing the FA&R services on these engines, and life limited parts are required to complete the effort to return the engines to RFI condition. The estimated total value of the supplies and services is approximately $674,128.00. This notice is provided for information only.
