P-8A Airframe Depot Maintenance and Repair IDIQ MAC N0001924D0120 Order N0001925F0277 Modification P00001

As a result of full-and-open competitive solicitation N0001924R0002 for FY25-FY29 P-8A Airframe Depot Maintenance and Repair, two Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ MACs) were awarded N0001924D0109 to AAR Government Services (AAR) of Wood Dale, IL and N0001924D0120 to L3Harris of Waco, TX. Section M of the solicitation, in part, states:

The Government intends to conduct evaluations and make awards concurrently of the following:

1. Best Value Awardee Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ MAC).

2. Second Best Value Awardee IDIQ MAC.

3. Years 1 through 3 Primary Awardee Order will be awarded to the Best Value IDIQ MAC Awardee and will be substantially the same as the Best Value Awardee-completed Attachment L-5 Years 1 through 3 Model Order for Primary Awardee.

4. Years 1 through 3 Secondary Awardee Order will be awarded to the Second Best Value IDIQ MAC Awardee and will be substantially the same as the Second Best Value Awardee-completed Attachment L-6 Years 1 through 3 Model Order for Secondary Awardee.

L3Harris was selected as the Second-best Value IDIQ MAC awardee and the Years 1 through 3 Secondary Awardee and was awarded Order N0001924F5018. Among other things, N0001924D0120 includes a Government obligation to induct a minimum of nine P-8A aircraft into L3Harris's facility and procure at least Planned Maintenance Interval (PMI) services for those aircraft. The Government has designated nine aircraft that either are or will be inducted at L3Harris's facility during FY25. Orders N0001924F5018 and N0001925F0277 were established to obtain P-8A aircraft maintenance and repair services from L3Harris for aircraft inducted into L3Harris's facility during FY25. L3Harris is required to establish and maintain license agreements with Boeing, the P-8A Original Equipment Manufacturer (OEM), to enable L3Harris to utilize Boeing's technical data in order to perform. Order N0001924F5018 only includes services requiring L3Harris to utilize royalty-free Boeing data and Order N0001925F0277 only includes services requiring L3Harris to utilize Boeing data for which royalty fees apply.

On 8 April 2025, Naval Air Systems Command Headquarters, 47123 Buse Road, Bldg 2272, Patuxent River, MD 20670 issued a $126,500 modification to Order N0001925F0277. The modification, among other things, procures the incorporation of an airframe change (AFC) into four aircraft and the incorporation of a separate AFC into three other aircraft. The seven aircraft have inducted or are scheduled to be inducted into L3Harris's facility under Order N0001924F5018. Incorporation of these AFCs as a modification to Order N0001925F0277 is issued to L3Harris on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to Order N0001924F5018's existing PMI requirements for those seven aircraft as those aircraft will be in an opportune state for the incorporation of those AFCs. This modification to Order N0001925F0277 is appropriate because incorporation of each of the two AFCs is subject to Boeing Royalty.
