Description

This Special Notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

In accordance with FAR Subpart 15.201, Exchanges with industry before receipt of proposals, NAVFAC Mid-Atlantic is providing the complete drawings and specifications for P-678 in the interest of getting industry feedback.

All feedback (including questions, concerns, and issues) shall be documented on the provided Attachment Drawings and Specs Feedback spreadsheet and submitted via email to Rachel Honecker at rachel.n.honecker.civ@us.navy.mil.

The government is in no way obligated to use the feedback submitted in response to this posting to make any changes to the requirements, specifications, or drawings; but may do so if it is determined to be in the government's best interest.

A Pre-solicitation notice will posted 15 days prior to the release of the Solicitation.

Please note that the Solicitation posting itself will include the final drawings, specifications, and SF 1442 and attachments. Those documents will be the controlling documents in the order of precedence.

This announcement is not a contract, request for proposal, promise to contract, or commitment of any kind on the part of the Government. NAVFAC will not assume responsibility for costs incurred by attendees or for travel expenses for marketing efforts.

Background

Work Details
The work details include specific tasks related to construction projects such as conducting inspections and testing at different completion stages, conducting field peel adhesion tests, protection and cleaning procedures for air barrier assembly, cleaning spillage and soiling from adjacent construction using cleaning agents and procedures recommended by manufacturer of affected construction.
Additionally, it includes detailed information about modified bituminous membrane roofing including references to standards and specifications for materials used in roofing systems.
