Background
The solicitation is for the construction of the P-678 Dry Dock 8 Saltwater System for CVN-78 at the Norfolk Naval Shipyard in Portsmouth, Virginia. The project consists of two phases of construction with a ship docking between Phase 1 and Phase 2. Phase 2 involves the demolition and construction of saltwater pump stations, saltwater intake structures, and an underground saltwater distribution system around the dry dock.
