Background
U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) has operated P-3 Orion aircraft for over 40 years, providing critical maritime and surface surveillance along the U.S. border and in Central and South America.

The current Flight Management System (FMS) of the P-3 aircraft is outdated and insufficient for operational requirements, particularly due to limited navigation database capacity. This contract aims to modernize the FMS components to enhance navigation, situational awareness, and operational efficiency, ensuring compatibility with existing systems and compliance with air traffic management requirements.

Work Details
The contractor will be responsible for the installation, integration, performance testing, and overall upgrade of the P-3 Orion aircraft's FMS. Key tasks include:
- Developing an Integrated Master Schedule (IMS) within 14 calendar days post-award.
- Providing monthly project progress reports detailing schedule progress and task status.
- Assigning a Technical Lead to oversee on-site work.
- Selecting a certified Flight Management System solution that includes:
- A navigation database with worldwide capacity.
- Compliance with International Civil Aviation Regulations.
- Integration capabilities with existing Autopilot/Flight Director Systems and Air Data Computers.
- Conducting acceptance tests, ground tests, and providing technical reports including engineering design drawings.
- Offering training for pilots on the new system.
- Delivering documentation such as pilot guides, vendor manuals, maintenance manuals, and warranty information.

Place of Performance
The contract work will be performed at locations specified by U.S. Customs and Border Protection.
